Health System Reform at Ministry of Health
Ministry of Health · Southeast Asia · 24 months
A national health ministry reformed its entire health system, reducing wait times by 79% and achieving 89% care pathway consistency across 340 facilities through systemic operating model redesign.
The Challenge
The Ministry of Health faced a fragmented health system with 14-day specialist wait times, inconsistent care pathways across 340 facilities, and a workforce distribution model that left rural populations underserved. The systemic pressure was compounded by fragmented data systems that prevented population health management.
The Approach
Highpro deployed its Systemic and Structural transformation programmes across the Ministry's senior leadership and hospital directors. The engagement used the five-pressure diagnostic to identify root causes in fragmented care pathways, misaligned workforce distribution, and absent interoperability standards. A phased approach restructured care pathways, implemented a national health data platform, and redesigned the workforce deployment model.
The Outcome
Specialist wait times reduced from 14 days to 3 days in urban areas and 7 days in rural areas. Care pathway consistency improved to 89% across facilities. The national health data platform enabled population-level health management for the first time, and rural workforce coverage improved by 40%.
Key Results
- Specialist wait times reduced from 14 days to 3 days (urban)
- Care pathway consistency improved to 89% across 340 facilities
