3. Data Interoperability
Resilient systems operate on interoperable data platforms — a patient's information follows them through the system, enabling continuity of care, population health management, and real-time system monitoring.
Fragile systems operate on fragmented data silos — each facility maintains its own records, population health is invisible, and system-level decision-making is based on lagging indicators.
4. Capacity Elasticity
Resilient systems engineer capacity elasticity — the ability to surge capacity (beds, staff, supplies) in response to demand spikes, through pre-designed protocols, mutual aid agreements, and modular capacity architecture.
Fragile systems operate at fixed capacity — when demand exceeds baseline, the system breaks, and recovery depends on external emergency response rather than internal elasticity.
5. Governance Coherence
Resilient systems operate with governance coherence — clear decision rights between political, administrative, and clinical leadership, with accountability structures that enable rapid decision-making during crisis.
Fragile systems operate with governance ambiguity — decision rights are unclear, accountability is diffused, and crisis response is delayed by governance negotiation.
